The original building housed the Belén tanks, built in the second half of the 20th century to supply drinking water to the city. The tank or reservoir was rectangular, had a surface of 2421.90 m2, masonry walls, upper wrought enclosure with perimeter support, and an orthogonal structure of reinforced concrete pillars and beams creating exposed concrete domes.
