The building was constructed on the ramparts of the old mediaeval walls, using solid ashlar masonry. The only decoration on the facade is the front and back of the Town Council seal, and the imperial coat of arms of Carlos I of Spain and V of Germany in the centre. This represents the close relationship the town has maintained with the Crown since the Middle Ages.
The grain that supplied the population with bread was stored and distributed here until the mid-20th century. Here help was also given in times of famine, taxes were collected and loans made.
